JOB SUMMARY:
The Director of Facilities and Operations is responsible for the operation and conditions of all of the school district’s facilities, grounds and related services.
ESSENTIAL DUTIES & RESPONSIBLITIES:
- Administer and manage the District buildings and grounds, related services, and contracts. Inspect all buildings, grounds and installations on a regular basis to determine that high standards of workmanship, cleanliness, safety and security are maintained.
- Serve as District liaison with boroughs, townships, sewer and water authorities, utility companies and road/maintenance crews.
- Supervise building construction projects, develop specifications and bid documents, and perform construction management for facility projects.
- Review plans and specifications prepared by architects and engineers to determine conformity with school district standards and practices and make evaluative comments and suggestions for improvements in those plans and specifications.
- Coordinate building operations with building principals and outside contractors.
- Develop, monitor and implement a five (5) year capital improvement plan to plan for the capital needs of all school district facilities and equipment.
- Administer and coordinate the District custodial and maintenance staff, including employment, staff training, staff supervision and evaluation.
- Maintain all records, permits, certificates and licenses, building drawings, specifications and records.
- Oversee the vendor handling the custodial staffing program.
- Develop and implement an annual maintenance and operations plan to insure the highest level of maintenance and routine care of all school district facilities and equipment.
- Develop and implement a preventative maintenance program for all school district equipment and facilities.
- Establish and maintain a work order system which provides the accountability and data needed for proper work assignment, and management of the work load and staff utilization.
- Insure district compliance with as well as state and federal regulations regarding buildings, underground storage tanks, asbestos management plans, training and instruction in hazardous substances, hazardous waste disposal, permits, inspections, Right to Know, and pesticides/herbicide management.
- Coordinate with the building principals in the development of daily work schedule and vacation schedule for all custodial personnel along with an effective plan of on- site supervision of the work performed on all shifts. Coordinate the development of daily work schedule and vacation schedule for all maintenance and grounds personnel.
- Oversee the use, maintenance, service and care of all school district-owned vehicles.
- Coordinate the review of roadway conditions and advise the Superintendent of travel problems in inclement weather or other emergency conditions.
- Oversee the development, supervision and implementation of a snow removal plan for all facilities which includes the cleaning of all walkways, driveways, entryways, parking lots and surfaces of snow and ice.
- Coordinate the summer maintenance and cleaning program.
- Develop and administer annual budget for the department.
- Perform other duties and responsibilities as assigned by the Business Manager.
QUALIFICATIONS:
- High school diploma and a Bachelors degree required.
- (5) Five years of experience in facilities and grounds and operations
- Supervisor experience required.
- Extensive understanding and skilled in all phases of building facility requirements: electrical, plumbing, HVAC, building construction, site, maintenance and custodial staff and utility services.
- Ability to write reports, business correspondence and letters. Ability to effectively present information to top management, public groups and Board of School Directors.
- Ability to add and subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ration and percent and to draw and interpret graphs.
- Ability to define problems, collect data, establish facts and draw valid conclusions.
- Basic knowledge of personal computer technology with the ability to utilize word processing, spreadsheet, and electronic mail software and be able to operate a variety of office equipment including a telephone, copy machine, fax machine, calculator.
- Ability to establish and maintain effective working relationships with all administrators and the management team, the Board of School Directors, professional staff and the community.
- Handle multiple projects simultaneously while being able to prioritize, organize and delegate assignment.
Skills
- Strong leadership skills with the ability to motivate and develop a diverse team.
- Proficient in supervising maintenance operations related to electrical systems, HVAC, and general facility management.
- Knowledgeable in using Ohmmeters and other diagnostic tools for troubleshooting electrical issues.
- Familiarity with high voltage systems as well as low voltage applications.
- Excellent problem-solving skills with a logical approach to managing complex facility challenges.
- Effective communication skills to liaise with various stakeholders including staff, parent, board of directors and vendors.
- Ability to manage multiple projects simultaneously while maintaining attention to detail.

BACKGROUND CHECK:
Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code, Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code), FBI Criminal History Record, Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
Supervisor experience required.
Terms of Employment: 12 months/261 days. Salary and benefits set in accordance with Act 93 Agreement.
